THE WTO – INCOMPATIBILITY OF U.S. LAW ON NATURAL GAS EXPORTS: CAN THE TRADE REGIME HELP MITIGATE CLIMATE CHANGE?

PROF. JUSCELINO F. COLARES
Case Western Reserve University School of Law
Professor of Law & Associate Director of the Frederick K. Cox International Law Center.

FRIDAY 9TH MAY 2014.

Location: Department of Law, Raadzaal, Achter Sint Pieter 200, Utrecht.
Time: 12:30-13:45.

Whilst the United States Administration has acknowledged the potential that natural gas could play in replacing coal use, and thereby reducing greenhouse gas emissions, the US LPG export market is still subject to an outdated export licencing regime. Prof. Colares will explore the compatibility of such an export-licensing regime with world trade law and its prohibition against quantitative restrictions on exports. The lack of coherence with previous American free trade advocacy and the political debates surrounding natural gas exports should make for a lively and rewarding lecture.
